Commercial Strategy · Procurement · Contract Design
The commercial architecture behind major infrastructure.
We advise public bodies and regulated businesses on the contracts, procurement strategy and risk allocation that determine whether major programmes succeed — shaped by direct experience on some of the largest and most complex infrastructure programmes in the UK and Europe.
Services
Three ways we work with programmes
Each engagement is shaped around where a programme actually is — from early commercial thinking through to live procurement and post-contract governance.
01
Commercial & Contract Strategy
Commercial and incentive model design, contract structuring and risk allocation — built to hold up once the ink is dry, not just at signature.
02
Procurement Strategy & Tender Evaluation
Route-to-market selection, tender design and evaluation strategy that stands up to scrutiny and secures genuine stakeholder buy-in.
03
Programme Commercial Governance
Business case development, assurance and the commercial controls that keep a programme defensible long after contracts are awarded.
Track record
A track record at programme scale
A selection of major national programmes spanning transport, defence and health.
Highways & Transport
Commercial and incentive strategy across major road and rail programmes, including the Smart Motorways Alliance (c.£4.5bn) and the HS2 reset programme, alongside independent budget assurance for the Department for Transport’s Lower Thames Crossing.
Defence & Nuclear
Commercial architecture and procurement strategy for a new specialist nuclear facility supporting the UK’s deterrence programme, alongside a c.£5bn defence estates portfolio procurement for the Defence Infrastructure Organisation.
Health
Commercial and incentive strategy for one of the NHS’s largest procurement exercises to date — a c.£37bn main works alliance and a c.£600m professional services contract for the New Hospital Programme.
About
Packwood Advisory
Packwood Advisory was founded by Ryan Allen, a chartered quantity surveyor (MRICS) and NEC4-accredited project manager, whose background spans the commercial teams of some of the UK’s largest and most scrutinised infrastructure programmes — most recently as an Associate Director in KPMG’s Major Projects Advisory practice.
Our work sits where policy, procurement and delivery meet: structuring contracts and supply chains that hold up in practice, not just on paper. We’ve advised across defence, transport, health, energy and utilities — consistently at programme scale, consistently at the strategic level.
